Whether or not he is, the guy clearly thinks he's a doctor, so my advice would be to treat him as such. Be calm and be respectful. He got pissed about people acting rashly and scheming, as he put it; you don't want him to think of you that way. If you do summon him, treat it like a negotiation.

And find out what his intentions are for the punishment. Why he chose that, what he expects to happen - because there's no way he did that just for shits and giggles.
